Why don't you use a similar process to the one that lets individuals "rise to the top" for selecting the top 100 (or 250, or 500!) issues important enough to be on the questionnaire in a region?<BR/><BR/>For representation to work, we have to be able to send someone up to the system who <I>represents</I> our own interests.
